Combining Hitachi Solutions’ advanced service delivery capabilities to accelerate Japan’s transition toward proactive cyber defense (Active Cyber Defense)
TOKYO, Japan, Nov. 4, 2026. KELA Co., Ltd. (headquartered in Minato-ku, Tokyo; Executive Officer and COO: Yuji Hirokawa; hereinafter “KELA”) today announced that it has entered into a partnership agreement with Hitachi Solutions, Ltd. (headquartered in Shinagawa-ku, Tokyo; President: Eiji Morita; hereinafter “Hitachi Solutions”) to expand the deployment of the Israel-based KELA Group’s cybersecurity solutions in the Japanese market.
The agreement covers both a Managed Security Service Provider (MSSP) model, under which Hitachi Solutions uses KELA Group solutions to deliver managed security services, and a Reseller model, under which Hitachi Solutions resells and deploys KELA solutions.
Through this partnership, KELA will combine its three principal solution offerings below with Hitachi Solutions’ advanced security expertise, extensive systems integration experience, and comprehensive service delivery capabilities spanning consulting, operations, and monitoring to help Japanese enterprises and organizations strengthen their cybersecurity posture.
- KELA Platform: Cyber Threat Intelligence & Threat Hunting
- ULTRARED CTEM Platform: External Attack Surface Management (EASM) and Continuous Threat Exposure Management (CTEM)
- SLING TPRM Platform: Third-Party Risk Management (TPRM)
Working with Hitachi Solutions, KELA will help Japanese enterprises and organizations gain multilayered risk visibility and adopt proactive cyber defense by understanding adversary activities and threat intelligence (“know the enemy”), identifying externally exposed assets and vulnerability risks (“know yourself”), and assessing third-party risks across the supply chain (“know your partners and suppliers”). This will enable enterprises, government agencies, and critical infrastructure operators to identify emerging threats and risks affecting their own environments and supply chains at an early stage, prioritize countermeasures, and take preventive action. The partnership thus supports a shift from traditional reactive defense to Active Cyber Defense, in which organizations act before damage occurs.
Background and Objectives of the Partnership
As cyberattacks and ransomware become more sophisticated and complex, traditional approaches centered on responding after an attack are increasingly insufficient. The trading of stolen credentials on the dark web and in underground communities, along with attacks that use subsidiaries and contractors as entry points into the supply chain, is creating a growing need for early threat detection and preventive risk reduction.
Cyber defense must therefore move beyond monitoring whether an organization has already been compromised. Organizations also need to understand what attackers are preparing to do against them and take action before those preparations lead to actual harm.
Against this backdrop, organizations need comprehensive capabilities in the following areas:
- Know the enemy: Monitor adversary activity on the dark web and across the cybercrime ecosystem.
- Know yourself: Continuously identify and validate risks associated with internet-exposed digital assets belonging to the organization and its group companies, using EASM and CTEM.
- Know your connected organizations: Quantitatively manage third-party risks arising from contractors and the broader supply chain.
KELA applies threat intelligence gathered from the adversary ecosystem and advanced exposure analysis to organizations’ Active Cyber Defense efforts. Hitachi Solutions, meanwhile, brings extensive experience integrating security products and comprehensive capabilities covering consulting, design, implementation, operations, and monitoring. Through this partnership, the two companies will combine their respective strengths to promote the adoption and practical implementation of Active Cyber Defense among Japanese enterprises and organizations.
Principal KELA Group Solutions Offered Through the Partnership
Through this partnership, KELA will provide and expand the following three principal solution offerings.
1. KELA CTI Platform – Cyber Threat Intelligence (CTI): “Know the Enemy”
This platform provides threat intelligence collected and analyzed from the dark web, underground forums, cybercrime communities, and other sources. It identifies adversary activity, leaked data, credentials, and information about potential targets, enabling early visibility into warning signs and risks that could lead to attacks.
2. ULTRARED CTEM Platform – EASM / Continuous Threat Exposure Management (CTEM): “Know Your Own Vulnerabilities and Exposures”
Combining EASM capabilities that continuously discover and monitor internet-exposed digital assets belonging to an organization and its group companies with validation through active testing, this platform helps prioritize risks that require remediation.
3. SLING TPRM Platform – Third-Party Risk Management (TPRM): “Know the Risks of Your Partners and Connected Organizations”
This platform continuously assesses and manages cyber risks arising from third parties and supply chains, including business partners, contractors, service providers, and affiliated companies, supporting stronger governance.
By combining KELA’s intelligence platforms with secondary analysis, risk validation, and response support provided by Hitachi Solutions’ specialist analysts and consultants, the partnership delivers an integrated approach spanning early warning identification through advanced assessment and countermeasures.
